[VOTE Result] Release ActiveMQ-CPP 3.0

The voting period for the ActiveMQ-CPP 3.0 release has closed, the
results are below:

+1 : 4
-1 : 0

So we will proceed with the release of ActiveMQ-CPP 3.0!  I will start
updating the download links shortly.
