Discrepancy between Struts 1.1 HTML tags and W3C HTML 4.0 Recommendation

I'm wondering why discrepancies exist between these two tag 
specifications; for example, we have a UI requirement to add a 
title="..." attribute to a Struts form tag.  This is not possible via 
the <html:form> tag API, so it appears we need to subclass/implement our 
own just to meet the 4.0 spec.  Is there a reason for this, or is it 
something that needs to be addressed?
