So I guess this is back to being a Continuum problem rather than an Infra one. 
FWIW Hudson has the 'Prepare For Shutdown' feature which lets current build finish and then allows a manual shutdown. I guess this only helps if one of those builds isn't stuck. Just thought I'd mention it.
