I see the problem.
We should definitely move most of the instantiation in ContainerManager to init(). In general, a service cannot easily itself without conf via init. So let's do that.
The other issue fundamentally seems to be WebServer looking *inside* ContainerManagerImpl. This can be simplified by making ContainerManagerImpl also implement ResourceView and make ContainerManagerImpl proxy the APIs to ContainersMonitor.
That should work?
