It seems that there is actually a bug here. The file checkstyle.rss (and the accompanying image) will always be created in the configured outputDirectory, even during a 'mvn site' run. The html report on the other hand works as you describe in your patch.

So, if you have configured outputDirectory an invoke the checkstyle plugin indirectly using 'mvn site', the rss file (+ image) will *not* be included in the generated site.
