Aggregate the Javadoc for both Struts 2 and XWork.
XWork is publishing -sources jars. It should be possible to:
* declare a dependency on the xwork source
* use dependency-maven-plugin to unpack the source somewhere
* configure the javadoc plugin to use both source directories (?)
