   N1 and N2 are now split into separate bug reports so they can be tracked and fixed independently:
   
   - #6249: `MatterDelegate` from the discovery session creates a Matter the conversation cannot see (reproduced at `59f61cf7d`).
   - #6250: the discovery session's tool catalog exceeds the Bot tool ceiling (20 of 51 tools are outside `BOT_TOOLS`).
   
   Points still open in this RFC (decisions 1, 3, 4, 5 above) are unchanged. Decision 2 (discovery tool boundary) is now the scope of #6250.
