Assigning to Gord for comment, but:

Ripple is known not to work in 3.x. Gord is working on fixing it, and it's nearly ready to rock again, but it isn't working right now.

Keep an eye out for it to be supported in a near-future release of CLI; we'll announce it in the blog post.
