ssl.h

Just downloaded (again) the zip file for Win32/2-0-28.  Tried to build 
using VC++.  Everything okay except mod_ssl did not build.  Tried to 
build it manually and lots of errors - missing ssl.h.  Searched entire 
tree, no ssl.h.  Did I miss downloading something?

No.  Apache doesn't distribute openssl.  If [as the build system advises]
you unpack a modern (e.g. 0.9.6b) openssl in the srclib tree (where you
find pcre and apr), build that first, you should encounter some success.

OpenSSL.  :)  http://www.openssl.org/ (But it seems to be down right
now... check a little later.)
