The encoding of the derby_test.policy file appears to be no different from the encoding of other files...Nor do I think it has changed from earlier releases. There might be something wrong in how the file gets read.

It would be helpful if the following info could be added:
- exact derby build 
- example of stack trace when the error occurs
- any tests that pass?
- encoding used (I think zseries recognizes chcp, my old notes say chcp -q gives you current setting).
- also useful might be the value of java properties file.encoding, and sun.io.unicode.encoding, or any other encoding/codepage properties set by default in the environment
