Similarly to the FLINK-31303 we should expose the number of times each Flink version is used in applications on a per namespace basis, this is sufficient for FlinkDeployments imho (no need to try to dig into session jobs) as the main purpose is to be able to gain visibility to the distribution of version used and be able to nudge users along to upgrade.
