   ## Description ##
   MKL version (BLA_VENDOR) is chosen basing on three flags:
   - MKL_USE_SINGLE_DYNAMIC_LIBRARY
   - MKL_MULTI_THREADED
   - USE_INT64_TENSOR_SIZE
   
   This PR forbid use of BLA_VENDOR because it can cause incompatibility between those flags and chosen vendor like in issue: https://github.com/apache/incubator-mxnet/issues/20301

   Hey @bgawrych , Thanks for submitting the PR 
   All tests are already queued to run once. If tests fail, you can trigger one or more tests again with the following commands: 
   - To trigger all jobs: @mxnet-bot run ci [all] 
   - To trigger specific jobs: @mxnet-bot run ci [job1, job2] 
   *** 
   **CI supported jobs**: [unix-gpu, centos-gpu, edge, centos-cpu, windows-cpu, website, clang, miscellaneous, windows-gpu, sanity, unix-cpu]
   *** 
   _Note_: 
    Only following 3 categories can trigger CI :PR Author, MXNet Committer, Jenkins Admin. 
   All CI tests must pass before the PR can be merged.
