JIRA clean up for SCA release

I've done a bit of JIRA cleaning up, we now have no uncatagorized JIRAs and
have 96 open JIRAs for the Java-SCA-Next release. I've created a
Java-SCA-0.99 release in JIRA, so could we start adding JIRAs to that so we
can see whats expected to be going into the upcoming release.

It would also be good if we could have a bit of a JIRA clean up fest leading
up to taking the release branch next week. Looks like there's quite a few
that could be closed and maybe some patches we could apply.

I added TUSCANY-1356 to the Java-SCA-0.99 target release.  The patch for this
JIRA has been available for some time.  There was some discussion on this
patch that did not reach a conclusion, so I'm starting another thread to
reopen the discussion and decide what we are going to do with these samples.
