[DISCUSS] Releasing Apache Allura 1.3.2

This is thread is for any discussion.  Use the other one for votes, for easy
counting.

A few things to note about this build.  It fixes the mis-attributed licensing on
a few files, which was the impetus to make this release.  Although its good for
us to do one every few months anyway and it'd been 4.

Also this release is the first one in which the tarball includes generated
files, in the Allura/allura/public/nf/js/build directory.  They are not in our
git repo since they are generated files, but they are in the release since
people will need them to run Allura.  They are created from JS source files
which are in git.  Right now they are essentially empty, but will be much more
substantial when [#7919] and [#7920] work is merged.
