Maven top pom questions

There are some things included in the top-level POM that look like
they are not meant to inherit down.

The includes and excludes on the jar plugin struck my eye this way.

Past a certain level of complexities, projects often add a
'distribution' module so that the top-level pom can consist entirely
of configuration inherited down.
