I am going to close this issue out as we have a much more in depth proposal coming at [https://cwiki.apache.org/confluence/display/MILAGRO/Home.]

In the interim, note that:
 # We have brought in new contributors (Alessandro, Giorgio) and have acsended Giorgio to PPMC
 # We have made new code contributions to milagro-crypto-c and milagro-crypto
 # Contributors and PPMC members all have access to Jira and Confluence now
 # We setup a confluence site.

as nascent evidence of recovery.
