HBASE-4506 [hbck] Allow HBaseFsck to be instantiated without connecting
This is a semantics preserving patch that allows for offline meta rebuild (HBASE-4377) to reuse code in the existing hbck code when hbase is down.
This addresses bug HBASE-4506.
