Docs: wiki status update

The powers that be (infrastructure@apache.org) appear to be fairly accepting
of our request to host a wiki on an apache server and it looks like we
should be able to set something up on the nagoya server.

Unless anyone has any strong objection I am going to run with JSPWiki
(http://www.ecyrd.com/JSPWiki/Wiki.jsp) as it is Java based and it is
already used for the Cocoon wiki.  The only real limitation this imposes at
present is that it does not yet support file attachments, but it would
appear that support for this is not too far off.

I still don't have a timeframe for availability, but I will send a further
update when I know more.
