503 - Service Not Available..

Hi,

 The unix server on which my apache webserver was running went down for some
minutes due to some technical problem .. After that when I restarted my
apache server its throwing me 503 - Service Not available ..

 But when I look into the list of process running its only 8 as against the
max of 100 specified..

 & there are no changes in theconfiguration also..

 Can anyone provide me information what could be wrong ?
