   Scope:
   
   1. sparse format and operator support
   2. scipy coverage
   3. operators for graph neural-networks (e.g. ops in [minigun](https://github.com/dglai/minigun)
   
   Minimum support:
   * CSR format redefinition
   * zerocopy to DLPack
   * integration with minigun kernels
   
   Next-level support:
   * format: coo and block sparse.
