cachemaxexpire behavior to be fixed?

Is there any plans to fix the behavior of CacheMaxExpire to meet the
documentation? Or vice versa?
This inconsistency has been around for a long time now.
The 2.2 docs say "This maximum value is enforced even if an expiry date
was supplied with the document.", yet, it's not enforced if an Expires
header exists.
Previous unresolved bug report is 21260.

I really would like to expire my mem/disk cache before the client and my
CDN expires said content
