[I] Fan-out: runtime-resolved target lists [airflow]
Lee-W opened a new issue, #65762:
URL: https://github.com/apache/airflow/issues/65762
### Body
### What
Allow `to_downstream` to resolve its target list at runtime rather than at authoring time. Example: per-tenant daily processing where the tenant set evolves; per-variant experiment metrics where variants launch and retire throughout the week. Intersects with #44146, which provides the runtime-state substrate. (Possibly can be resolved by #44146 directly?)
### Related
#65654, #44146
### Committer
- [x] I acknowledge that I am a maintainer/committer of the Apache Airflow project.
