[6/8] mesos git commit: CMake: Added Cotire module (version 1.7.9).

CMake: Added Cotire module (version 1.7.9).

This adds the "cotire" CMake module to allow for use of PCH
(precompiled headers) during compilation, potentially reducing
compilation time.
