To document I'm using to demonstrate the issue.

Hardware Specifics: PC Desktop running Windows 7 service pack 1.
Printer: HP Officejet Pro 8500

Font Used: Times New Roman
Font Size: 12pt
Page Width: 8.5
Page Length: 11

Description:
When the top margin of writer is set to 0 and a document is printed, the top
first line of text is cut by a significant amount. I do not know if this is an
inherent thing of having a very low top margin value in word processors.


Steps to Reproduce:
1: Have document with some amount text at the top line.
2: Go to Format->Page->Top Margin
3: Set value to zero.
4: Print document.

I was able to replicate with the steps provided using the HP Officejet Pro 8500
and the following page settings the reporter used:
Font Used: Times New Roman
Font Size: 12pt
Page Width: 8.5
Page Length: 11

(Attached document) 
Follow up tests:
1. Followed the 4 steps and modified Step 3. Changed top margin space until the
document was fully printable. This test range was from 0 to 0.16 inches when
print was successful. Bug was reproduced until the last test at 0.16 inches
(approx. 3mm)
2. Tested with font sizes up to 18 pts. at top margin value set to 0. Bug was
reproduced.
3. Tested with a variety of Font types at top margin value set to 0. Bug was
reproduced.
4. Tested with another Printer used - Konica Minolta Bizhub C454e: Performed
the four steps to reproduce and Replicated the bug. Also reproduced the bug
with the follow up tests. Image loss on this printer is at 4.2mm or less for
the top margin. Bug was reproduced.
5. Tested with another Printer used - HP Deskjet 3752: Performed the four steps
to reproduce and Replicated the bug. Also reproduced the bug with the follow up
tests. Per the User Guide for this printer, the non-printable areas of the
printer for top margin is 3mm. Bug was reproduced.

Impact: This bug shows inconsistencies for the user depending on the printer
used and the printer's page/paper handling specifications for the printer type.
The document will print with the top margin set to zero in AOO regardless of a
non-printable area without warning of printing outside of a printable range.

Please look into the printer manual. Those margins are likely the non-printable
areas of the printer. For your HP Officejet Pro 8500 I read "3mm" (12mm for
duplex) in section "Select print media" of the "User Guide" of your printer.
