patch: svn_load_dirs: global-ignores support

Hi,


 Some (long) time ago I submitted this patch:

 It makes svn_load_dirs respect the user's global-ignores, plus adds
commandline parameter for better control over the ignore patterns.


 I was not subscribed to this list at the time, but I did not see any
response to the issue at all, and I don't find any references to that in
the list archives.


 Anyone here interested in merging this feature? Even if you think it's
no good, or find other reason to drop it, please let me know (at least
we could close it, and reduce the number of ancient "new" bugs by one ;-) ).
