Setup:

1. Configure Adv Zone with XS 6.5 
2.  Register Windows 2012 ISO , Waited for it to download 20% 
3. Stop SSVM 
4. ISO details gets the status as SSVM Agent  disconnected
5. Start SSVM 

Observation: 

SSVM stop/start is not initiating the download for Partially downloaded templates/ISO's
