policy intent framework

Hello everyone,
browsing around tuscany wiki, I found something that I might find
interesting. At this page:

there are the following items:

 Policy Intent framework
  SCDL and core support, model, loaders, builders
  Intent determination algorithm
  Wire matching  Binding / container configuration

where can I find more informations about this topic (what is this
about, who is working on that, where is the code to look at) ?
