   I am setting up a redundant VPC from a customized service offering.
   The following service provided by the VPC / the virtual routers:
   - Portforwarding
   - Network ACL
   - SourceNAT
   - VPN
   - StaticNat
   
   Deployment works well but i am now getting constantly alerts that healthchecks are not successfull.
   Currently failing healtchecks:
   -webserver.service
   -dhcp_check.py
   -dns_check.py
   
   in regards of the webserver, it seems that that the apache2 is terminated due to missing ssl certificates for the network domain (?).

   Currently i have another 'strange' behaviour regarding the healthchecks - might be related to this as well:
   When one of the health-checks fails there is a notification from the "monitoring VR service" in addition - which is
   descripted here

   I can reproduce the issue by following steps
   (1) create vpc offering without dhcp/dns/userdata, create a vpc
   (2) create vpc network offering without dhcp/dns/userdata, create a vpc tier. health check is ok.
   (3) create a vm in the new vpc tier, health check failed
   * dhcp_check.py failed
   * dns_check.py failed
   * webserver.service is ok. (apache2 is configured and running, which is not needed actually)
   
   I will work on the failures with dhcp_check.py and dns_check.py

   Might be not related but i would like to give a short update:
   I used the same offering as mentioned in the ticketdescribtion - this time a gave custome URL for the network domain.
   With this deployment i am not getting notifications of unsuccessful healthchecks for the webserver.service. Also the apache2 errorlog doesn't mention something regarding ssl erros / missing certificates.
   
   however dhcp_check.py and dns_check.py are still throwing errors.
