[I] File Adapter string parsing fails for quoted delimiter

   When using a CSV file that contains a the delimiter inside a quoted string, the parsing fails. The quoted delimiter still gets used to split the row which can lead to a length mismatch
   ```
   column1,column2,"column2,5"
   1,2,3
   ```
