[ANNOUNCE] Apache Pulsar 2.8.4 released

The Apache Pulsar team is proud to announce Apache Pulsar version 2.8.4.

Pulsar is a highly scalable, low latency messaging platform running on
commodity hardware. It provides simple pub-sub semantics over topics,
guaranteed at-least-once delivery of messages, automatic cursor management for
subscribers, and cross-datacenter replication.

Could you add an issue or PR to add this step to the release notes?

BTW, when I copied the release notes from the pulsar-site repo, I found the formats
are a little different. For example, see the release note in

https://github.com/apache/pulsar-site/tree/main/site2/website-next/release-notes/versioned

The format of each PR is:

<pr-title> [<pr-number>](pr-link)

However, in release notes, the format of each PR is:

<pr-title> [#<pr-number>](pr-link)

which has a sharp symbol (#).

I noticed that 2.8.4 was not released on github.
https://github.com/apache/pulsar/releases

I don't know why this is not in the release-process doc, but I think
we should add this.
