Updating Release Staging Location

Rave RM's,

While updating Airavata TLP changes, INFRA advised me deprecate the use of people.apache.org:/www/people.apache.org/builds/ and migrate to using the dev staging area on distribution servers [1]. Unlike the release dist area [2], the dev is not published to mirrors, so we have to circulate the https svn location for RC's and VOTEing. The Release FAQ's [3] has some brief details about this. I am not sure if there is any hurry to make this change, but I will be happy to get that setup and update the instructions [4].
