I'm tired of having to tell people to unpack the distribution
in order to find this. With it on the main site, we can at
least give them a URL.

Nope, it is indeed there, and has been as long as /docs/ was simply a
checked-out copy of apache-1.3/htdocs/manual/, e.g. a long time. I'd be
in favor of reducing the number of places the LICENSE appears, for fear of
forgetting to update it consistantly.

It was always available as <http://www.apache.org/docs/LICENSE>, though.
