tomcat 4 http/1.1 connector and keep alives

why does the http/1.1 connector in tomcat 4 not set a connection:
keep-alive header?  doesn't it need to?

No.
Keepalive is HTTP/1.0.
In 1.1 connections are kept alive by default.
