There should be a way to simply create a project group without having to add a project

Currently, there is no way to create a project group on it's own. The only way is to add a project without passing a project group id and get the new project group summary from the add-project results, and modify it if I need to. This means that initially, the name of the project group is based on the groupId of the project that was added. That means that I can't do an automated add of one project to two different groups that don't yet exist.
