PHP, ApacheCon 2003?

Greetings to all,

Most of the Apache projects have mobilized to add a visible advert for 
ApacheCon US 2003. This common effort is bearing fruit.

I noticed that http://www.php.net did not do as much. Is there a reason for 
this?
