[PR] Document network throttling improvements (VPC public gateway rate) [cloudstack-documentation]

- Network Throttling: update the precedence table and text so a user instance's compute offering rate applies to every NIC, and router guest NICs use the router system offering first
- Add "Throttling the Public Gateway of a VPC": VPC offering public network rate, vpc.public.network.throttling.rate fallback, refresh on restart with cleanup, migrateVPC, redundant VPC and upgrade notes
- Add VPC offering and VPC details screenshots
- Note the new public rate in the VPC offering and restart VPC sections
- Add vpc.public.network.throttling.rate to the zone settings table

The VMware explanation at lines 767–770 still says an unset compute-offering rate falls back to the network offering. This contradicts the new rule here and tells operators to configure the wrong setting for instance egress. Update that fallback to `vm.network.throttling.rate`.

This bullet now includes the router's system offering, but the following paragraph says an unset service-offering rate falls back to `vm.network.throttling.rate`. That fallback applies to user instances, not router guest interfaces. Router guest interfaces use the system offering, then the guest network offering, then `network.throttling.rate`. Distinguish these cases so administrators do not configure the wrong global parameter.
