Clicking on the link you provided in your latest comment lead to a 'Page Not Found' notification. Also, instead of pointing to 'committer responsibilities' it would have been better to point to the 'Guidelines for Using JIRA' page(s): https://cwiki.apache.org/confluence/display/OFBIZ/Guidelines+For+Using+JIRA
