- Make sure that the change passes the automated tests, i.e., `mvn clean verify` passes. ## What is the purpose of the change
Fix test failures in HiveTableSinkITCase and HiveInputFormatPartitionReaderITCase
## Brief change log
- When preparing data for a partitioned table in `HiveTestUtils`, partition should be created after the data file is ready
- Fix `HiveInputFormatPartitionReaderITCase` for hive-2.0
## Verifying this change
Manually verified the tests multiple times on my laptop

Thanks @leonardBang for reviewing. We don't support writing to orc table for hive 2.0. You can refer to `HiveRunnerITCase::readWriteFormat` to find similar check there.
