I checked the XML spec at http://www.w3.org/TR/REC-xml and it says:

23]    XMLDecl    ::=    '<?xml' VersionInfo EncodingDecl? SDDecl? S? '?>' 

Since it has to be written first, I reckon that a white space before it is a 
bug.

Nevertheless, I couldn't reproduce this behaviour.
Could you please attach a test case?
