HSSF Cell Data validation (DVAL record, DV record)

I am planning to implement support for DVAL records and DV records.
These records
will allow POI users to use cell data validation in an XLS file.

This feature was discussed on the POI mailing lists in 2004.

I found code in Bugzilla (bug # 27511) which implements DVAL and DV
record support.

Before I go any further, does the submitter need to certify that he/she
