[users@httpd] Apache2 Directory Index error

This on is really stumping me..

Config:
Apache2
win2003
ColdFusionMx 6.1

I am developing within a LAN
router/firewall address: 68.13.93.xx
DHCP ip for server: 192.168.123.xx
web server is listening on 8085
traffic on 8085 is being forwarded to the server

In the config file I have disabled  "Options Indexes"

When I make a call to the server from within my LAN using the router  
WAN IP address the page loads and displays fine in the browser but an  
error --> "Directory index forbidden by rule: " (see below), is logged  
in the apache error log.  This does not happen if I hit the same page  
from an outside IP?

Additionally, It does not happen with all pages, just ones that set a  
session variable via a cookie.. and speratically on pages that have  
includes (referenced in the same directory)

I am not really concerned about it as such because the error is not  
written when hit from an IP address outside of my LAN... but I would  
really like to understand what is happening and why??
