Addresses #7233
This PR adds a col `is_overshadowed` to `sys-segments` table
Add a new class `SegmentWithOvershadowInfo` to capture overshadowed info for segment in coordinator.
Add optional new queryParam `/druid/coordinator/v1/metadata/segments?includeOvershadowInfo` to coordinator API
