h1. Create NiFi privilege to modify the component only without the ability to operate it. This is needed to segregate the duties where a user will create/modify the components/flow and another user will run them. 
h1. Using the "Modify component" privilege, the user is able to operate as well even if the "Operate" Privilege.  is removed

 
h1. "Modify Privilege" should not include the "Operate  Privilege", Both privileges should be selected if you want to Modify and Operate
