   # What changes were proposed in this pull request?
   Block sending data to Solr until Solr is not reachable (without cloud mode - using lbhttpclient)
   + override solr urls in output config from logfeeder.properties.
   
   ## How was this patch tested?
   Manually stop solrs, then start them
