JAMES doesn't like

I have my dns server set up:

   <dnsserver>
         <servers>
           <server>199.172.1.1</server>
           <!--<server> put extra dns server address here </server>-->
         </servers>
         <authoritative>false</authoritative>
   </dnsserver>

However a lot of mail I send is getting bounced with "connection time 
out" "connection refused" and "no route to host".  I send mail via my 
ISP's SMTP and often it gets there...

An nslookup going to the same name server seems to be working.

Just so you believe that these people exist... I don't think IBM has 
gone out of business:

Odd.  I had (until today) name logging setup in apache...  (meaning its 
generating at least ONE DNS request per connection or so)....

Adding backup DNS servers helped quite a bit. I now have 4.  Oddly my 
webserver gets more load and yet it doesn't manage to outrun the 2 
DNS(ies?)... dunno why.

What is the load you're putting on James when this problem occurs?  Is
it when you're sending a single message, or as part of a burst?  If the
latter, how responsive is your DNS server under load?

At the moment James assumes permanent, then modifies this if there is a
transient error code returned per rfc<whatever-i-forget>, therefore 5xx
errors are correctly treated as permanent, its the errors that result
*before* a connection is made that is the issue.

James has a retry limit for transient errors. The retry interval, and the
retries limit are configurable.

I personally think that it's a site config issue. If the mail MUST get
through then by all means assume transient first. If you want a lower
server load, assume permanent instead.
The errors mentioned below I would regard as transients as they may
resolve themselves shortly. SMTP errors such as "No account" etc should
be permanent.

When would James retry a transmission for a failure?

I've had a related problem which I fixed by providing a longer list of
faster DNS servers.
Doesn't address the root cause, but did cure the symptom.
