Currently user always set "bsp.input.runtime.partitioning" to true manually in job configuration, if partition function is defined.

This makes some confusion.

If user want to use own partitioner and disable "bsp.input.runtime.partitioning" (input is already partitioned by same partitioner), they can set it to false in job configuration. This is special case.
