Intent to start work on releasing Sling 10 next week

Hi,

At the end of the last year we discussed releasing Sling 10. There were
some concerns about the need to use the `--add-modules` flag with Java
9 or newer, but since there was no consensus on how to remove it I
propose to move this to Sling 11.

For this year I intend to release the:

- starter
- launchpad testing projects
- Maven archetypes

all in one go, so I will probably not start the vote on Monday due to
the testing effort.

In the meantime, please add any tasks which you consider _must_ be in
Sling 10 as blockers or sub-tasks for SLING-6952 [1]. Being willing to
do them yourself is a good way to make sure they are included :-)
