Try a real small and simple test that doesn't use Flex. If you still have an issue, then file a bug in Adobe's bug tracking system.

With SDK 23 pictures came into the app in less than 2 seconds on iPhone 6, with sdk 28 picture are taking over 6 seconds to come into the app. With all apple devices, pictures are taking a good bit longer to come into the app using the new sdk 28 vs. using the older sdk 23.
