   @kou Thank you for the suggestions! This is my first time opening a PR for Arrow, so I'm a bit unfamiliar with the codebase infrastructure.
   - I looked at other PRs and tried to emulate the template
   - I created a subissue for the skeleton
   - I copied the infrastructure changes you recommended from the original PR to this one.
