Thanks for taking this up Bowen.  An Oozie AM would really improve things.  

I think the first step here would be to upload a design document on how this would work and get feedback from the other developers.  There's some important things that need to be figured out.  

Were you thinking that an Oozie AM would run a single action (equivalent to the current "launcher job") or have it run the entire workflow?  Running a workflow in an AM would get rid of a lot of overhead, be more scalable, etc; though it would be a lot more work.
